Wind Chill

I was a bit confused today at the summit conditions report. At 2:50 pm the summit temp was 56 degrees and the wind chill factor was 56 degrees, yet the wind was blowing at 43 mph. Can someone explain? Is the easy answer that the wind chill report isn't functioning properly?

Windchill isn't calculated with temperatures above 50F. That's the cutoff.

It could be 51F with winds blowing 100mph and there is no windchill.

Well, sometimes its calculated, but technically it shouldn't be.
