I saw that video last week. I can't believe the guy was stepping right next to the holes in the concrete. But, you'll notice there's a steel cable in the wall, and as he passes people you see them clipping in. I'm not sure if the guy recording the video is clipped, because he moves along pretty fast.

Even if that path wasn't falling apart, I don't think I'd be walking on it. It's not carved into the mountain, it's hanging off the edge!

I'd have to watch it again, but it doesn't look like he is clipped in. Although some of those cable systems allow for quick transfers over the anchor points.
