Considering he's 18, about to go into post secondary schooling and has NO money this is reasonable. However if you noticed the wording, it was stated that they did not wish to pursue this matter "at this time" ... It appears as though they are keeping this file open.

Insurance is fairly inexpensive and always a good idea in the event you require a rescue. What is the number of states that allow for billing when a rescue is involved? I think eight states ... and it's never cheap.
