you get what you pay for... $200 (list price) is NOT a lot to pay for an expedition pack. I think if you spurge another $100 your back will thank you every step of the way.
68 or 70 sounds about right. But as Bill has said, there is a huge amount of personal preference that needs to be considered here. I'm 6'0" and use a 75cm.
