Kevin (Meriden FF) , these were all great suggestions to your inquiry about windproof outerwear. However, I was thinking about a garbage bag! It's inexpensive, wind and waterproof. You just punch a hole through the top, you got drawstrings on the bottom and...and...it's still a pullover! Just kiddin'. Ready for some warm up hikes????

Actually that's what I used to use the 3 times I ran the Boston marathon. Because the start and finish were in different places and you needed to be at the start way early I didn't lose much when I peeled them off and threw them away.
