The issue was due to a web site on another server in the data center (neither related to MWO) being cracked. 480+ flooders were fired off causing latency with the egress traffic. The issue was detected and the situation contained; packet loss subsided within 20 minutes.

Loosely interpreted - another computer running in the same facility was broken into and there was so much stuff being sent out from that computer it slowed everyone else down.
