why is it an the audo road that around 4,000 ft that its warmer there than above or below 4,000 i know that there is radision cooling that takes place but i know that it cant happen all the time

The 4000ft site is typically about the inversion layer, which keeps it warmer than the valleys in the evenings through mornings. This is because the valleys will radiate, or lose heat at night, but the atmosphere, as a whole does not. That you mentioned through.
As for daytimes, I haven't observed it being warmer...but it is above treeline, so there is more solar gain, and less transpiration, so I guess it could be warmer?!?!
The reason why it's warmer than the summit is a bit more obvious.
