We are at 39.8 MPH and Chris is still the leader because of convoluted rule #13 in the amended rules. If the correct average speed is not guessed, the next lower guess wins. So, Chris (Mr. Lowball) is in the lead.

We are down to 39.1 MPH for the average speed and running out of time for the month to end. Chris, may be the winner - but, we will have to get the legal team in here to read the convoluted rules to make sure.
